Isn't a pay freeze just making sure that those who are paid obscene amounts keep being paid obscene amounts?!!?

Any pay freeze will undoubtedly be a penalty for the lower paid and I suspect that the bosses will find a way around the issue. I would suggest that Osbourne research a way of penalising all highly paid individuals, public and private sectors, by introducing a more flexible method of taxing them. Anyone earning in excess of �100K pa. should pay 60% rising to 75% on an escalating basis. Bonus' should be taxed at 75% and any transfers of income to 'fictitious' company accounts should also be taxed at 75%. Basically the government need to stop tax evasion.
