Camera Tickets defense?

I recently ask a question it was, "Intersection Photo ticket?" I just got my photo and saw the picks. It shows red... Yet i am most positive it was Green when i ped and got stuck in the intersection. I find it interesting that the photo and ticket where taken and given in California. >_> Yet, the so called crime in progress was viewed by and cited by an officer IN TEXAS!!!! Now that's just some B.S! Dose anyone know that if i ask to face my accuser. If i can fight it even though the officer lives in Texas???
