Monitor colors are off?

Does it only happen with one program or does the colour of the monitor go bad with things like the normal desktop screen and things like that? If it's with everything then the tubes might be going in the monitor and you'd need to get a new monitor, but usually when that happens the first signs are the screen starts having a shade of green on the whole screen intermittently.
